Financing will support the construction of a new hospital in Batang, Central Java

The Asian Development Bank (ADB) has signed a loan of up to Rp415 billion (equivalent to $25 million) with PT Mitra Plumbon Healthcare (Mitra Plumbon)—a private healthcare provider—to expand access to affordable and quality healthcare in underserved areas of West Java and Central Java, Indonesia.

The financing will support the construction of a new hospital in Batang, Central Java, and a new outpatient building in an existing hospital in Cirebon, West Java, strengthening service delivery for patients covered under Indonesia’s national social health insurance program, Jaminan Kesehatan Nasional (JKN).

Indonesia’s hospital bed density remains among the lowest in Southeast Asia, with significant regional disparities. While Jakarta and major urban centers are relatively well served, many fast-growing secondary cities continue to face shortages in hospital infrastructure, long travel times, and limited access to specialised care.

The project will add 350 hospital beds, create new jobs for local communities, and expand inpatient and outpatient services in regions where hospital bed density remains low. Mitra Plumbon currently operates seven hospitals in West Java and serves a predominantly JKN-insured patient base. In April 2025, its main hospital in Cirebon with more than 700 beds became the first private hospital in the region to receive Joint Commission International accreditation, an internationally recognised standard for hospital quality and safety.

The loan is structured as a sustainability-linked loan—the first of its kind in Indonesia’s healthcare sector—with financial incentives tied to the achievement of environmental, social, and gender-related performance targets.
